What Will the Changes Change?

Giga Bokeria – Secretary of Security Council, Temur Iakobahsvili – ambassador in the USA, Eka Tkeshelashvili – holds the former post of Iakobashvili - like is the configuration of personnel reshuffle made in the power. The government gives a promise that changes will continue especially in diplomatic activity.

According to the parliamentary opposition’s statement, nothing will really be changed by personnel reshuffle in the government. 

According to the expert Giorgi Volski’s assessment, Iakobashvili, Bokeria and Tkheshelashvili will not act as efficient officials on new posts. But Ramaz Sakvarelidze says that by means of the reshuffle, the authority strengthened tendencies of foreign and internal policy. 

The following personnel reshuffle took place in the government and National Security Council. On the basis of President’s order, Giga Bokeria was assigned as a Secretary of National Security Council and Assistant President in national security issues.

President announced Georgian parliament the candidacy of Temur Iakobashvili for the post of ambassador extraordinary and plenipotentiary of Georgia in the USA. 
  
On the grounds of the consultation with President, under the order of Prime Minister, Eka Tkeshelashvili was appointed as Georgian State Minister in Reintegration Issues, who was assigned to act as Vice President too.  

Georgian ambassador in the USA Batu Kutelia will become a deputy of Giga Bokeria.  

In Nika Laliashvili’s opinion who is a member of “Christian Democratic Movement”, the policy will not be changed by the replacement made in the government.  

“Nothing will be changed by the reshuffle. This won’t change the policy. Merely, those people who were anyway carrying out the country safety and foreign policy formation exchanged the posts with each other. Time will show whether these changes are positive”, - said Laliashvil to the journalists while making a comment about the personnel reshuffle in the government. 

As for one more member of the parliamentary minority Gia Tortladze, in his assessment, the most important thing is not only personnel reshuffle but all departments must be “gained relevance” as well. 

“It is important that all departments gain significance. For instance, the Security Council should become more efficient. If this change makes it more effective, I will approve it then. Also the personnel reshuffle of the Ministry of Reintegration should be made because I think it must work rather more effectively”, - said Tortladze to the journalists.  

The expert in international issues Giorgi Volski sees a certain logic in implemented personnel reshuffle but he is sure that neither Temur Iakobashvili, nor Bokeria or Eka Tkehselashvili will be eligible ones for the new posts. 

As Gia Volski states it was logic to shift Temur Iakobahsvili from reintehgration minister post to ambassador one because that just non-constructive policy of Temur Iakobahsvili greatly conditioned the processes developed in 2008 August and hereafter.  

In his words, in Abkhazia and in so called South Ossetia, missions of UN and OSCE ere ceased while Iakobashvili hold the minister post then.  

In Volski’s opinion, assigning as a secretary of Security Coincil is really a promotion for Giga Bokeria. He successfully supervised the consultations made in Jeneva format and actively cooperated with the USA as well as with international organisations.  

“I am not sure Iakobashvili will be an efficient Georgian Ambassador in the USA, or Eka Tkeshelashvili will be a successful Minister of Reintegration and or Giga Bokeria will be a competent Head of Security Council”- said Volski while reporting about personnel reshuffle with the “Interpressnews”.  

A political scientist Ramaz Sakvarelidze says that by means of personnel reshuffle the authority strengthened tendencies of both foreign and internal policy. 
 
By appointing Temur Iakobashvili as Georgian ambassador in the USA, the authority strengthened the US orientation of foreign policy. Diplomatic activity is adherent to Iakobashvli and nobody can take a dislike in his diplomatic experience”, - said Ramaz Sakvarelidze to the “Interpressnews”.  

In his words too, Iakobahvili was in fact a remarkable figure for the society and for foreign partners as well and first of all the conception regarding the occupied territories was worked out by him on such a high level that no other sphere is distinguished by a similar document.  

Sakvarelidze considers the assignment of Giga Bokeria as secretary of Security Council noteworthy from the point of view that presumably topics to be decided locally are coming to fruition and their implementation will be made by just Bokeria’s direct participation.  

In his words too, it was not surprising at all to appoint as active figure as Giga Bokeria on the post of Head of Security Council and we must assume that Security Council will be beefed up as the body system.

The political scientist is confident that Eka Tkeshelashvili will find it easy to work as State Minister in Reintegration Issues, as, Iakobahsvili has already created a conception and practically there will be no need of making any creative steps by her.
