“It is very important that the society must be informed about the owner of the media service, what a concern this or that person or the team has in and how the media services are financed. The power displays the initiative to work out a new standard of media transparency in Georgia, which will be the same as it is in the USA, UK and etc. Names of media services owners registered in the off-shore zones are not known and the aim of the Georgian authority is just to make the process obvious” – David Bakradze took responsibility of demonstrating the initiative at the special briefing and he gave the deputies the commission of working out the relevant bill in two weeks’ time.
Who would imagine… no, we don’t mean the fact that soon after adopting the bill, the power named the owners of “Rustavi 2” and “Imedi” after all. Simply, we now have to think a lot for what reason the power talked about this topic in public.
The opposition says that it is a result of international pressure – it may be so , but why have it to be ruled out that inner confrontation made the power to make the aforementioned step? In brief, we should wait for development of the events and sooner or later this will be revealed too.
Apparently, it is not crucial whether the power exposes the owners of national channels, as names of TV-companies owners have already been known long – this is the power itself, but more actually – Mikheil Saakashvili-as competent people say.
Thus, the position of the opposition part is even surprising too when they pretend to believe in Bakradze’s initiative.
“Georgian media holds disgraceful 100th rank of freedom quality. That is why I welcome your initiative… the power is more sensitive towards international organizations than towards any unbiased critic – these words belong to Giorgi Targamadze who must surely know best who is a real owner of “Imedi” and also he knows of course that this fact will not be revealed by the power either. But it is not clear what is boded by his feign.
Now we want to refer to the notorious ratings which made Bakradze speak and Saakashvili agree. Just not long ago, “Code of Corruption Perception” was published, where Georgia was ranked 68th among 178 countries and it received 3.8 points from 100 scoring points.”
The acting director of “International Transparency – Georgia” Matias Huter explained us the facts about eradication of corruption we took so much pride in so far and how Soso Topuridze found so many corrupt officials:
“Georgian index confirms that corruption has not been eradicated yet and following problems remain still unsolved: necessity of making urgent reforms in legislative system. Protection of rights for private property. Lack of state expenses transparency. Elite corruption in high echelons. Misunderstandings in the issues regarding media owners and financing.”
It is perhaps easy to guess where the dog’s head is buried. But it is not quite all. November 2009, the researches of these organizations gave us a more or less real picture according to the owners of Georgian channels. However, they expressed also substantiated doubts towards some owners then.
As we mentioned above, the research of the organization “International Transparency – Georgia” was published just one year ago, but as far as I know, a few amendments have been made up to now, though, it does not change the essence of the situation. The essence of the condition is not changed by the attitude of Koka Gabashvili- a member of parliamentary majority:
“We have a lot of works to do ahead. A lot of steps are to be taken. Our aim is not to be the leading country in only our region. We try to approach international standards. Please, take a part in this process without political doubt and solve the issues together without parties’ involvement – either Gabashvili is too naïve (that is suspicious) or he thinks the society too naïve – in any case, nobody doubts about the fact that he spoke with Targamadze about one of the topics.”
One way or another, we have an interesting process ahead – one more PR action, but we will survive it too somehow. Before that, let’s see the idea of the person who is most interested in returning the taken away TV company. The hope of return of the lost made Erosi Kitsmarishvili to unite even with the enemy by the motto: “My enemy’s enemy is my friend”. In brief, Kitsmarishvili and Kibar Khalvashi are getting ready together to take away Saakashvili “Rustavi 2 “and below he explains Saakashvili’s role in this case:
“Neither law nor two weeks’ preparation is needed for exposing media owners. Control Commission knows well whom these companies belong. As a matter of fact, the head of Control Commission is the owner of the companies. Thus, national channels: “Rustavi 2” “Imedi”, “Mze”, “Sakartvelo” etc, are directly registered on the person who declared shares. All these shares are kept with Saakashvili. So, Saakashvili is the personal owner of all control stacks. This fact has been proved many times by all the people who worked with Saakashvili and I am certain the same happens today too because he does not trust anybody to have the control stacks”.
That is why Kitsmarishvili thinks that Bakradze”s “initiative” will be the same PR action as “transparent court”, “transparent police” etc. The former owner of “Rustavi 2” is also sure everything will be transparent according to the law, but the power will find the way really with which it will try to hide reality.
I expect them to do it for sure, all media services and centralization are being possessed. I am sure the team of David Tkeshelashvili resides in Avlabari residence and by means of direct instructions they manage organizing and broadcasting of information sources found in media services. This initiative of Bakradze will be effective only if Saakashvili is named and then Saakashvili will stand before the court as a law-breaker. When we enter Saakashvili’s chamber and open his safe we will find the papers there” – says Erosi Kitsmarishvili.
One more person whom we spoke with was a political expert Gia Khukhashvili who also looks sceptically at the new initiative of the power. “It is clear that the power has problems with international organizations and as it seems they do not care about it. Though, it may be so that we should study the case more thoroughly. The power is cutting the branch it is sitting on. It is unconceivable for me. In the 21st century, the security issue is rather acute. Especially in Georgia, technologies of “ possessing peoples’ souls” are of high level. These technologies play a role of shameful parliament and ignominious orators. All these are controlled directly or indirectly.
Hence, I find it hard to imagine how this issue will become transparent to people. Besides, people must be informed about the facts by which means this or that media service is financed and maintained and in what a conscientious way this or that owner purchased the company. It is possible the thing is intergovernmental deal, but let’s wait for the events. What a law will be spoken about. Whether there will remain black holes etc. We can make a conclusion then”, - says Khukhashvili.
